Entry
Create a new fare table entry specifying PTO ID, fare tier (TR0, TR1, flat), fare amount, zone range, transport mode, and flat fare flag for dummy line activation. All entries are subject to tariff approval before deployment.

Tier Zero (TR0)
Short distance fares for intra-zone journeys. Applied when journey distance falls below the minimum threshold defined in DOD parameters.
Flat Fare Products
Fixed-price fares assigned to dummy routes. Bypass zone-based calculation and apply a single tariff regardless of origin-destination pair.
Tariff Approval Flow
All fare table modifications trigger the PTA tariff approval workflow. Entries remain in pending state until formal sign-off is received.
